its a tag line of an advertisement, this acts like a hook to get a prospect interested in the product, it got you to try PRICELINE, didn't it?

I try to make a habit of checking out rack rates for my stays when I book through PRICELINE or HOTWIRE and as g-man mentioned, I have had winning bids that were 75% off and others that were less.

PRICELINE does not set the rates, they act merely as a clearing house for (customer) bids and (hotel) offers, they make a fee from the transaction and from customers bidding over the hotel's minimum offer price.
