There are only about 5-7 hotels in downtown Chicago with complimentary breakfast, which limits the possibilities considerably in terms of PRICELINE or HOTWIRE. Additionally, there's no way to guarantee a particular amenity via PRICELINE, and no downtown properties w/free breakfast icon are showing on HOTWIRE. If breakfast is a necessity, I can suggest some regular rate options (and in terms of regular rate, the coupon code FABSAVE10 works for 10% off many hotels on Orbitz.com.).

What would be your budget per night?

The 4* Mag Mile/Streeterville would likely be the Hyatt, while the 3.5* would likely be the Doubletree. Personally, I'd recommend the Doubletree. Slightly preferable location, very reasonable price for a nice property.
