Can someone please explain to me exactly how the hotel bidding process works step by step?

First I will answer some of your other questions.

For instance, when starting the bidding process do I select all three areas first?

You can but that then limits your rebids. You should read this Priceline Re-Bidding Explained

When do they let you know which hotel?

After your bid is accepted by the system and your credit card is charged.

If I'm unhappy with the hotel selection can I reject the bid?

No

According to the Betterbidding hotel list for Virginia Beach there are a few hotels that I like within my three selected areas, is there a way to ensure I can get a winning bid on one of them?

No
