Rates are function of supply and demand, and as many people like to stay in hotels for New Years (increased demand), and the number of rooms a hotel has is constant (supply), rates typically do go up for New Years Eve. However, keep in mind that the economy isn't so good right now, so while rates are generally higher for New Years Eve, they're not as high as they've been in previously years.

Not sure if $100 is going to get you anything nice on the strip, but you can use the Priceline and Hotwire Calendar of Wins to see what has previously been reported in Las Vegas for these dates, as well as search HOTWIRE for a general feel for current prices.
