you will need to wait at least 24 hours from the time you made your original offer to try again.

I think interpreting 'original offer' to mean 'first offer', which is not their intended meaning.

If you start your bidding at 11am and use re-bids, stop to get a cup of coffee, answer the phone, etc, and finish your bidding cycle at 11:45am, the lock-out period ends at 11:45am the following day.
