Not sure of the Hotel Circle property, but the 3* in the SeaWorld-Mission Bay zone is a match for the Holiday Inn so that would be our best guess.

The Holiday Inn that Hotwire sells is actually closer to the Sports Arena area, and it's a little misleading to call it the "Mission Bay" area, as it's not very close to the ocean.

Also, as Holiday Inn's go, it's not one of the nicer ones. Personally, I'd avoid it.

The 3* in Mission Valley is hard to say... there are many hotels there (that's why it's called "Hotel Circle"), all close to the same golf course.

If budget is your primary concern, IMHO, one of the best deals is the 1* Extended Stay America in Hotel Circle. It's available on Priceline. Of course, you risk getting something else in the 1* category, and it may not be pretty. (Also, the Extended Stay brand doesn't appeal to everyone.)

If location is your primary concern, the 4*'s in the downtown region and coastal region are all very nice. But pricier.
