This is a 4* Hotel shown for $196.00 for 11/10/17 - 11/11/17 stay for 2 adults and 2 childern under 10 with a $27.00 resort fee and 90% recommended. It shows 118 Hotwire reviews and only a 3.5 rating from TripAdvisor.   I would think Bally's because of TripAdvisor rating but 90% Hotwire approval seems high for Bally's based on memory (admittedly probably years ago).  The 90% seems more in line with Cesar's.

==> unfortunately i don't have much clarity for this one but my guess would be Caesars, however, i don't think Bally's is a possibility as you can see from the following link that this property is currently 3.5 star rated by Hotwire .

 

Not sure of your needs for this trip but if you'd like to be in this area i see The Claridge - A Radisson Hotel (confirm your dates on the landing page of the provided link) that can be booked for 2adults/2children for $144/nite and is refundable up until the Tuesday before your arrival. (Ballys would be $187/nite)
