I knew this hotel was on my blocked list through Hotwire Express so I called customer support to see what was going on. The agent told me that I wasn't really logged in (even though I saw my name at the top of the page), so my blocked requests were not in effect. She said to make sure to log in again so you see a Sign Out link in the My Account pulldown. Interesting. She cancelled the reservation and refunded the booking fee since she said I'm such a good Hotwire Express customer.
