Went ahead and grabbed this as rates are coming in high for just the dates I need. Need one more night and will keep trying, but went to $130 for four star and 100 for 3,5 and no luck. Went to $100 for four star and just decided to risk it as this property appears to be hit or miss.

Was only $6 less than the express deal (free internet, pets allowed ....) for this hotel and it was $85 on Hotwire.

4 star was showing best deal, but thought it would be hotel providence and prefered this location.

This hotel was only showing 8+ for additional info.

For the dates you got did you just start at 71 at 3.5* for downtown or did you start at 3* and were upgraded?

I tried 71 for 3.5 and then for 3 in downtown and was rejected for 7/23 to 7/27

It doesn't have anything to do with whether the OP bid on 3* and was upgraded or bid 3.5* from the onset... rates are date specific and Providence is much busier for your dates than on the dates above. As evidence of this, if you search the hotel won above for your dates you'll see that they're sold-out.
