I mapped out a plan and decided to go in $4 steps from $72. Since Hotwire is showing $111 (3.5* Toronto Downtown East - the line is on Bay Street so the Delta is east though its really west) so I was willing to do a lot of bids in one day using permutational bidding: $72 R, $76 R, $80 R - counteroffer $100, $84 R, $88 R, counteroffer $113!, $92 R and $96 A. Best advance rate on hotel site is $149 but no fee to Priceline (my estimate is $10). One important thing about the Delta Chelsea - read Tripadvisor and note that the manager says if you join Delta Preferred(no charge) you get free internet in your room.

I've found with Hilton H Honors and Prince Preferred that they will give you all the benefits of your class of membership but not give you points if you booked with Priceline. If you are a Delta Priviliges member you are clearly not going to get their points but are they going to deny the internet? - after all you are member of their club no matter how you booked it. I've heard that as a member you might even walk in off the street to use the local wifi service. We'll see and I'll post it.
