4* Portland Downtown

This is a tough one. It could be Benson hotel, but it can also be Westin with the addition of the Smoke-Free icon. I'm really not sure here.

4* South Waterfront

Best guess would be Avalon Hotel and Spa

Although the set of amenities for the Downtown 4* is a match for the Benson, I think it's much more likely to be the Westin (with the Smoke Free amenity added since it was last reported), given the customer reviews and TA information.

Just to close this post, we ended up booking a package deal, air and hotel, through Expedia for Portland in July. I got a better rate on airfare going with a package.
