I have tried bids of $12 and $14 that have been rejected. HOTWIRE price is $27. Hotwire has a bunch of January and February dates for $13 dollars for mid and full sized.

Do car prices tend to go down as the date approaches or is SF in May a time when most of the Cars will be sold out. Since the trip isn't for awhile my current plan is to continue bidding in the 12 and 14 range.

Any advice on past trends in the area and the best strategy would be appreciated.

Car prices can go down, or up, between now and your stay... it all depends upon how many bookings the rental agency has on the books relative to cars available to rent, cancellations, time available to rent available cars, etc.

Spring is a busier time in San Francisco than Winter. Even so, while PRICELINE is usually a little cheaper than HOTWIRE (more true for hotel rooms than rental cars), it's not 50% cheaper (especially rental cars), and with HOTWIRE rates at $27 a $12/$14 PRICELINE bid has a low probability of success.
