The Hilton Phoenix East/Mesa was last reported to the board with the ameniteis above except the Hi-Speed Internet icon and it was 3* rated. However, this was for a purchase back in 2003 (the only time it had been reported to the board... the Hi-Speed Internet icon may not have even been used at that time) so i'm speculating that this hotel may have been upgraded to the 3.5* level since then and added the Hi-Speed Internet icon. Obviously not terribly confident in this guess given the assumptions, but the TA info matches and this would be my best guess.
