I don't think there is a "one size fits all" for airfare.

Priceline bidding sometimes can yield the best result as long as you can handle not knowing which airline and the exact schedule.

I like matrix.itasoftware.com for checking information.

Kayak, Expedia, Travelocity, and other general sites.

The airline sites themselves sometimes have deals not on the general ones.

For one way tickets www.OneTravel.com can turn up some things not seen elsewhere.

The low cost carriers in Europe can be found searching on the origin and destination cities and something like airfare. Or a general search on "Europe budget airlines".
