If there's another stimulus program, it should be travel related. Not sure how the specifics would work, but give people enough to get away for a few days (air/hotel) and then leave it up to them to spend beyond that - not only would it stimulate the tourism industry, but get people spending (to some extent) in other cities - tourism dollars (meals, museum, souvenirs, etc.)
