It is labelled as a "city tax" (including VAT, though) and was levelled per person per night. It smells of something like a PRICELINE tax to me, especially since the woman at checkout couldn't stress enough that people booking direct don't have to pay it.

PRICELINE's system can only accept one tax rate, so it's possible that those booking direct already have paid it as it was added to their total charges when they booked... whereas PRICELINE doesn't have a way to include it in the total, so customers have to pay it directly to the hotel upon check-out.
