could it be sheraton society hill? i see people on tripadvisor mentioning they have this hotel on PRICELINE for about this rate.

not sure if they also use HOTWIRE, though.

i followed up on my georgetown thread.

to follow up on this thread, i didn't book this hotel option in january, but i'm seeing it again listed for 2/14 - 2/15 for $69.

in the details of the hotel within hotwire, it mentions it's a 3.5 out of 5 on tripadvisor with 120+ customer reviews.

i noticed on Expedia that the sheraton society hill is completely non-smoking, as is the holiday inn historic district, which also specifically lists laundry services. i'm thinking it's the holiday inn as there are 138 reviews on TA whereas the sheraton has 194.
