Question about bidding for airfare on Priceline

I've used Priceline for hotels before thanks to this site, but I've never tried to bid on airfare.

My question is if I plan to start my bidding at 40% off the listed price, should I bid 40% off the price that includes taxes and fees or 40% off the price BEFORE taxes and fees?

For example, the flight I am looking to bid on is from Memphis-Vancouver and is $360 before taxes and fees and $450 when they are added in.

You virtually have an unlimited number of re-bids when bididng for airfare, as per the second post in this Priceline Airfare Bidding thread.

I'd probably start my bidding at ~40% of the base fare (~$145 in your example) which would bring your total cost on the first bid up to ~$235 'all-in' if you were accepted at that level.
