According to our HOTWIRE NEW YORK HOTELS the 4* matches the Millenium and the 3* matches the Paramount. Keep in mind there could always be others that we don't yet know about.

If the 4.5* only has those two amenities then it has not yet been identified, but we may be able to help further if you supply the date(s) of your stay.

Sorry, not much add'l help, there's just not enough info to go on, as most NYC hotels offer both of these services (and there's just so many hotels in this area).

I don't know if you've been to NYC before but i wouldn't necessarily confine yourself to the Times Square zone. Most midtown locations would be great as the city is compact enough and transportation is readily available and fairly inexpensive (for the most part). The exception to this would be if you have things to do in the area and aren't able to walk a reasonable distance for health reasons. If you have't already you may want to give this a read: PRICELINE NEW YORK ZONES.
