Do you know what price I should expect to pay for roundtrip airfare from Chicago to Kiev, Ukraine in September?

The cheapest retail price is $1155 total. The flight itself is $1029. Taxes and fees come to $127.

I bid up to $700 and was declined. With taxes and fees the total came to around $950. Wasn't worth going much higher considering I can get them retail for $1150 total and have control over flight times and durations.

It's always worth a shot, but airfare can frequently difficult to do better than direct rates given what you give up (flgiht times, connection length/choice, etc)
