The code for the Delta Hotels promotion I posted HERE still seems to be working, rather unexpectedly; there appear to be rooms available at the Delta Vancouver Suites for $119/night through this promotion for the dates of your stay. I think it would be a good idea to book this as a backup.

If you then want to try for a better deal through Priceline, I would start at $85 and increase your bid in $5 increments to $105 using your rebid zones (read this post Priceline Re-Bidding Explained if you don't know what I'm talking about). I haven't seen a successful bid for a 13 night stay before, so your chances of landing something through Priceline might not be very good.

I tried PRICELINE for 115$ 4* vancouver and it was decline...

I wouldn't bid that high. Remember, by purchasing a hotel room through Name Your Own Price, you're giving up the ability to:

1. Choose your hotel (though not a big deal for this particular bid).

2. Choose your room type.

3. Cancel your reservation.

So you need to make sure that you're saving enough money through Priceline to make giving up these things worthwhile, and I don't think saving $4/night is enough. But you may have different priorities, and in the end it's up to you to decide where to draw the line.
