In areas with little to no bid history, starting at 50% of the best rate you can get is often a good guesstimate. In areas with lots of re-bids sometimes i'll go as low as 33% of the best rate i can find. This is a generality and is just a starting point in the strategy i ultimately use as i'll also consider factors of hotel competition, big city vs. rural area, and how much time i have to try again if i'm rejected after all of my re-bids.
