Stupid question about 24hr restriction

How do I know that priceline locks up and doesn't allow me to rebid higher price? I'm just restarting the browser - setting all bid parameters but price the same - and bid again. Surprisingly it always tells me :"To try your request again, change one or more items with a check" - is it because I have to wait 24hrs? Or the message in that case would be different?
