FYI: For the same dates I was also trying for Ithaca because I was willing to stay in either Ithaca or Syracuse. For Ithaca I did the following:

2 1/2* Ithaca (there are no higher star levels for Ithaca)

Bid $50, failed

Closed browser, did a city search for "Cayuta" and three cities came up: Horseheads, Elmira and Ithaca. Added Elmira (free bid) and increased the bid to $55, failed

Closed browner, did a city search for "Spencer" and Ithaca and Sayre come up. I added Sayre (free bid), increased to $60, failed.

Closed browser, did a city search for "Willseyville" and Ithaca and Owego come up. I added Owego (free bid), increased to $65 and failed.

At this point, I started by bidding in Syracuse.
