Priceline Hotel: San Diego Help?

Wondering if someone knows about transportation between hotels in San Diego. I'm going to fly into San Diego for a convention in early June at the Manchester Grand in Downtown/Habor Island area but I don't like any of the prices I'm seeing there. So I'm thinking that I can get a hotel in another area of town and just take a cab and still come out cheaper.

So my question is "is it reasonable to think I could get a cab from some of the other local areas (Point Loma, Mission Vally) for about $15 each way?"

Also, does anyone know whether it is better to bid early or wait till the last possible moment to get the best deal on Priceline? I don't know whether to just get the best price I can right now or wait till the last moment to bid.

You can take the public bus for $2.25 from the Airport to Downtown San Diego that stops in front of Horton Plaza. From there, you can walk up to C Street and 2nd and get on the trolley to the Manchester Grand. I don't know if you can get a free transfer from bus to trolley but it will be much cheaper than taking a taxi.
