You can't bid on an all-inclusive property with priceline... if you want all-inclusive you should use HOTWIRE which will tell you if a property is all-inclusive or not based upon the ameniity icon.

So I could be going up forever and never get a hotel? or I will get it when I reached retail price?

Because if you search for resorts in riviera maya all the hotels showed are AI.
