On Priceline express deals, the rate of hotels are based in which site? 

On hotwire It used to be TripAdvisor.

The PRICELINE EXPRESS deal ratings are based upon their own internal data from research they have received from customers.

(SIDE NOTE: HOTWIRE no longer has a contract with TripAdvisor and no longer uses their review data)
