There is a 4-Star PRICELINE EXPRESS Deal Hotel Downtown - Wall Street Area Business Center Restaurant Free Internet Fitness Center No Smoking Rooms/Facilities Any idea what it might be?

Bidding is slightly/moderately cheaper, but there's a trade-off for that: you have to be more flexible. PRICELINE EXPRESS and HOTWIRE offer information that allows one to make an educated guess. With PRICELINE bidding, you have to be willing to accept ANY hotel at that star rating in that zone (and the possibility that you may be upgraded to the next highest star rating.) If you are seeing a 4* in the Downtown-WS zone w/Restaurant, Free Internet, Business Center, Fitness Center, No Smoking Rooms/Facilities for $150, this listing has not yet been ID'd/reported, but guesses would be the Club Quarters Wall Street or Holiday Inn Manhattan Financial District.
