At current rates you're likely looking at the $145-$165 range to be successful for a 4* hotel in the USE or USW zones... is this within your expected budget?

2. How much would it be acceptable for the 3 or 3 1/2 stars hotel for the zone "Downtown Portland - Pioneer Courthouse Square - Pearl District" in Portland OR. ?

$125-$150... middle of the range for a 3* / upper end of range for a 3.5*

For the same dates... you're thinking of this an an alternate destination?  If so, surprisingly this would be more expensive than San Francisco, likely in the $200+ area.
