For the HOTWIRE offer above, i'd agree, the Baltimore Harbor Hotel would be my best guess.

Hotwire is overly generous giving this hotel 3.5*!  The lobby looks good and it's in a decent location. Walkable distance to Inner Harbor and Camden Yards. That's all it has. Poor room conditions, A/c didn't work as others reported. Check-in and breakfast was disorganized. Saw several public areas that needed dusting or to be cleaned.

Sorry to hear you didn't find this property lived up to the 3.5* rating assigned to it... PRICELINE does rate this property a little lower at 3.5 stars.

 

Hopefully the convenient location made it worthwhile and you otherwise enjoyed your trip.
