My guess would be the Congress with a slightly different amenity set. Really not something I'd recommend - cheaper than other options, but really not a very good hotel.

Ideally i'd like to pay as little as possible. I've had 3 stars in other cities for under 100, but not Chicago. I understand its expensive, but i'd love to pay max 150 CAD per night. 
Late june in Chi-town will be tough for a quality hotel. With parking expenses, i'd love to keep the hotel rate down.

This would likely be the Blackstone Renaissance.
