As near as I can tell from the Priceline Help area, Collision Damage Coverage is an optional additional purchase.  And that optional purchase doesn't include any Liability coverage.  As with all such things, read their fine print very carefully.

The above is correct... collision and liability are optional purchases at the rental counter (although liability and/or collision coverage, through your own insurance or purchased separately, may be required by law). In many rental locations Hot.wire does offer insurance as an option during the purchase process (and is offered thru a separate company which will typically be cheaper then at the rental counter)

When you bid on PRICELINE it is for the rental car only.

Insurance, if you need/want to purchase, is dealt with directly with the rental company at the counter at the time of pick-up, and subject to the rental company's insurance rates (which vary by supplier and location)

It has been a while since I rented a car, but the last Hotwire rate I saw was $11 a day.  It was offered right when I was completing the Hotwire deal.  I didn't take it then, and it was again offered via email after the deal was complete.  

 

The rate could be higher now, and there also may be differences with different cities, but this should give you a general idea.

Pretty easy to find out...

Go to HOTWIRE, enter your dates and the car you would like, on the booking page you will see the option to add insurance and the cost.

It may be location dependent, but a quick run thru of a rental car in Vegas (stopping just short of the check-out) shows that 'Rental Car Damage Protection' is offered... nothing about liability.  However, you could always purchase liability insurance direct from the rental company (usually offered as a bundle with collision insurance), but depending upon your location, i would contact your own insurance provider first (assuming you own a vehicle) as often the liability insurance will follow you for any 'standard' rentals.
