Existing posts make me guess that the 4 Star might be the Park Plaza Riverbank but I'm really interested in the 3 star because of budget but don't I see any reported 3 star wins. Any guesses?

I'm not certain but a guess would be St George's Inn Victoria.

I'm not sure if the St George's Inn Victoria has a restaurant... my guess for the 3 star would be the Days Inn London Waterloo.

I agree with your guess of the Park Plaza for the 4 star hotel.

I've been bidding for the 4* - so far I've gone up to $140 with the free rebids and have not been successful.  I plan to keep trying before settling on the 3*.

Took PRICELINE EXPRESS offer for 3 nts (9/29-10/2) in this area for $155/nt and got Park Plaza Riverbank 4*,  Good feedback on Trip Advisor but there may be construction nearby, Great location
