Ok, I did that and I found these two interesting hotels:

NO, it doesn't.

 

Today both hotel are one $ cheaper.

For the 4*, if the offer you're seeing doesn't show a Pet Friendly amenity, then i'm not seeing the same property and don't have any guess. The 4* i'm seeing when searching for your dates, 1room/2adults/0children shows a 100% recommendation and these amenities:

Free Parking

Free Internet

Pet Friendly

Fitness

Pool

Restaurant

Hi-Speed Internet

... if you do see this one, my guess here would be the Novotel Nuernberg Messezentrum, although the Ringhotel Loews Merkur and MARITIM Hotel Nuernberg can't be ruled out as possibilities either.

I'm not currently seeing any 3* hotel offered in this zone for your dates.

Sorry for replying so late but I forgot it. In Nuremberg it ended up at the HI Express Nuremberg City for 80 $ p. Night booked at hiexpress.com
