You can start to explore the options available if you're booking for Feb and are willing to accept a non-refundable hotel this far in advance. There's no way to know if rates will come down between now and your stay, but if you find a good deal versus what rates traditionally are, you can certainly lock it in. If you're looking for something on the Strip, $100 is not likely going to be enough for a 4.5* or 5* hotel... these are weekend dates (more expensive than mid-week) and include Valentine's Day which is usually a busy time of year for hotels throughout the country.
