This is my first time using priceline - I bid $70 and they rejected but offered me the option to do the exact same bid but raise my price $17. Is that common? Would you consider this a good deal? I'm not sure what's normal for priceline. Thanks for your help!

You do not have to take the counter-offer, the required price for a win is somewhere between your last failed bid and the counter-offer. On Expe.dia regular rate for these dates is $179, so your win is about half so a great deal. Let me know if you have any city questions.
