Using your hotel list this looks like Hotel Deca.

Except it also says

"This hotel charges a resort fee of about $16.43 per room per night"

and Hotel Deca is not a resort.

Any ideas?

This would be a likely match for the Hotel Deca.

 

It's not a resort, but it does charge a fee. Expe.dia and Hotels..com note something called a "Club Card" fee that is $15 per night. Given that HOTWIRE's listed fees are "approximate" and not exact, this matches up.

I watched the price go up on the 3.5 * in the University District to $243+ fees.

Decided to go with the 3* at $159

with free parking, free breakfast and free internet ( expecting to get the Silver Cloud, based on your list).

But it is the University Place.

The ratings are good, so I am sure it will be fine.
