Is it better to wait a date closer to my trip? (april 20 to april 24)

Unfortunately most 4* hotels in this zone would offer these amenities so it's difficult to say with any high degree of certainly. My guess would be the Park Plaza Riverbank London, but i'm not certain... although even if some other hotel, this does seem to be a decent rate for a 4* hotel in London (and it has a 'good' 8.0 or better user review rating by previous PRICELINE guests)

I will make a refundable reservation as a back-up and wait until a week or two before my trip, then I try again.

I wouldn't necessarily wait until a week before your stay as it's possible that the best deal is available sometime between now and then... i would choose a maximum bid based upon the price of your back-up reservation and how much of a discount you would need relative to that price, as well as the price of the current PRICELINE and HOTWIRE offers, and continue to bid to see if you can catch any 'low hanging fruit'.
