Well one mystery now solved.  Had never heard of the Park Central Premier and it's not even yet listed at TripAdvisor.  Turns out that the Westin Market St. is being rebranded as the Park Central as of Jan 23.  Supposedly it is under renovations - though the hotel is and has been open for business as far as I know. 

 

Anyway, hopefully this is a positive change and that the rebranding and renovation does justify the rating increase.

 

Using BiddingHelper.com.com as always, I was able to find this deal for $132, which is a great deal in this city particularly for this star rating.  Retail rates are starting at $179, so a decent savings there.
