I saw that a three star was being offered in Express Deals for $65, so I tried on Name Your Own Price for $58. Rejected, but asked me if I'd like to bid for $70. So I bid $60 (adding North Spokane because it doesn't have any 3* hotels) and was successful, and it was exactly the hotel I wanted.
