When BIDDING on PRICELINE you select the minimum star rating, dates, zone(s), and the price... PRICELINE then searches to see if they can find a hotel to accept your bid price for a room for your dates. If they find a hotel to accept your prices they charge your credit card to confirm the room and then disclose the name of the hotel you to.

With PRICELINE EXPRESS you indicate the location and dates and PRICELINE then displays various hotels in the zone along with the price per nite, amenities that are offered at that property, and (sometimes) a minimum user review rating... you can then decide to purchase any of the offer(s) shown.
