Priceline Hotel: Washington DC 9/8-9/14 bidding strategy

I'm hoping to get a room for $100 max in a 3-star hotel from 9/8-9/14. First preference is Dupont but willing to stay in Capitol Hill, Capitol Hill South, Downtown, DT White House, Georgetown. Please help with a bidding strategy. I know this is a bit of a longshot. Thanks.

Are you only heading to DC if you can get a deal for less than $100/nite... or if not successful at $100 what is your back-up plan?
