(but currently the highest star rating in Hammersmith is 4*, so not sure if you want to also include Westminster and The City zones for 4* bidding as well, but let's take it one step at a time) Please confirm if you'd like a bidding strategy for only Westminster and The City, and if rejected we'll take it from there.
