I've stayed there before and it's nowhere near a 4.5. They showed a comparable rate listing of $699 (which is believable b/c there are many high-end DC hotels) however, this hotel rarely charges over $250 and frequently under $200. Frustrated with Hotwire on this one - hopefully others can avoid this issue. They did say they would put the hotel's rating under review.
