I'm wondering if it could be Base2Stay Kensington, which doesn't have any bars, restaurants, etc., but shows up when I tried to book a Hotwire flight + hotel package.

Any idea?

Ah! I just looked at the pinned list for London. Should have done that first! (Sorry! I know better.) It looks like the Best Western Cromwell.
