Priceline Hotel: 4* North Strip with coupon?

Been trying to bid for 4* north strip (treasure island) with a coupon for $12. Now up to $42 (bidding at $30 + coupon) and still not accepting. Regular price is only $61. I wonder if they jack up the price to accept if you use a coupon? Any ideas?
