Question on Bidding Threshold/Alogrithm

Another question:

Is there a threshold/algorithm that gets you into a better hotel?

Lets just say the W in Buckhead is a $240 a night hotel, regularly, but the Westin in downtown Atlanta is $159.

If you bid $150, and both have availability, will you end up in the Westin, or is there a kick-in at a certain price level, where as Westin would get customers who bid between $50-90, and the W would get customers bidding $91+? (I am aware I won't end up in a specific place, but for the purpose of this example...)

Do you follow what I'm getting at?

I ask this because I'm seeing both the W and the Westin qualify as 4-Star hotels in "Downtown" Atlanta, which for us will include Buckhead. There are no discernible differences between the two regarding amenities. Both fall into the same category. Now assuming the W even puts up their rooms to Priceline, I'm wondering if the only way to get it would be to bid over a specific amount.
