This pricing is not out of line for Philadelphia. Although i realize this is HOTWIRE, you could go to our Priceline Maps and enter Phildelphia is the search box. Select only 'AUGUST' (or you can include July too if you want to compare summer months) and then look at the hotels in the box on the left... you'll see the reported price ranges of hotels reported to the board in the month of August. :)

For the hotel above, the Sheraton Society Hill has previously been seen with this amenity set but at the 3.5* level, i'd speculate that it may have been upgraded since last reported to the board. This would be my best guess, but with the amenities being so common for a city hotel, i can't say with too high of a degree of confidence.
