We are not worried about star ratings as long as the place isn't a dump, the typical holiday inn style rooms are fine. Do you think we will have success in bidding from 3/21-3/25 for 40 dollars a night in the white house/downtown or capital hill areas? The only concern is that we cannot share beds. I know that this might be a very low bid, I'm willing to go up to 90 dollars a night, but no more. The areas I have chosen are very close to metro locations correct? I bid for myself all the time, but I'm nervous doing it for a group of people.

How many rooms do you need/are you looking for? Do you need two beds in each room?Unfortunately $40 is going to be unlikely, especially in the core areas of DC.
