Priceline Hotel: 4* downtown Toronto hotel help

I am looking for a 4* hotel in downtown Toronto for one night on Feb 14, 2012. I would like to spend between $60-90 if possible. I could also consider lowering my stars to 3. What do you recommend I start my bidding on, and please suggest further bidding strategies. Thanks.
